On July 1, 2022, all solid waste and sewer services previously provided by the P.M.U.A. continued seamlessly under the City's management, ensuring uninterrupted service to residents and businesses.

The Solid Waste and Sewer Utility continues to support second-chance programs and career development opportunities, helping more residents build stable, long-term employment in essential city operations.

To combat overflowing receptacles and litter accumulation, the downtown street receptacle collection schedule was expanded from six days to seven days per week. Additionally, receptacles are now deep-cleaned monthly, further improving cleanliness in high-traffic areas.
A thorough review of collection routes led to system improvements that allow staff to respond to most missed pickups on the same day. As a result, the number of missed curbside collections has dropped dramatically from 25-30 per day to nearly zero on most days.
By modernizing bulk waste collection with wheel loaders and dump trucks, scheduling wait times have been reduced, and employee safety has significantly improved by minimizing direct contact with debris. Over 2,500 homes are serviced annually, collecting more than 2,000 tons of bulk waste efficiently.

This shift allowed in-house technicians to complete 95% of all vehicle repairs, improving service reliability. Today, our curbside collection on-time rate stands at an impressive 99%.
To enhance recycling compliance, commercial recycling containers were retrofitted with metal mesh openings, enabling staff to inspect for contaminants and apply fees for non-compliance. This initiative led to a 14% increase in recycling tonnage in 2023, generating additional Clean Communities funding for the city.
The City partnered with volunteers and faith-based organizations to clean up illegal dumping sites. Public outreach efforts included door-to-door campaigns to educate residents on waste disposal services and how to report illegal dumping.
Through the P.A.S. Summer Youth Program, local youth were engaged in cleaning litter hotspots. Their efforts removed over 87 tons of litter from city streets, significantly reducing stormwater contamination.
Inspectors were assigned to monitor major roadways, promptly addressing illegal dumping, improper cart placement, and other waste-related concerns. The goal is to work with property owners to resolve violations within 24 hours.
To encourage responsible waste disposal, the Rock Avenue Convenience Center accepts drop-offs for engine oil, cooking oil, electronics, reusable bags, plastics, bottles, cardboard, paper, and clothing at no charge.
A $2.5 million investment is underway to replace outdated equipment, piping, and electronics, ensuring the efficient processing of thousands of gallons of wastewater daily.
The installation of a high-capacity fueling station has allowed for bulk fuel deliveries, reducing costs and ensuring fuel availability during emergencies and inclement weather.
