Continuity of Essential Services

On July 1, 2022, all solid waste and sewer services previously provided by the P.M.U.A. continued seamlessly under the City's management, ensuring uninterrupted service to residents and businesses.

Expanding Employment Opportunities

The City has prioritized creating job opportunities in the solid waste sector, offering employment to over 32 Plainfield residents. The Solid Waste and Sewer Utility continues to support second-chance programs and career development opportunities, helping more residents build stable, long-term employment in essential city operations.

To improve efficiency, all collection routes were reviewed and adjusted for accuracy, ensuring proper cart placements and optimizing route sequencing. These changes have reduced collection times, improved billing accuracy, and minimized contamination of bulky waste (Type-13).

Cleaner Downtown Streets

To combat overflowing receptacles and litter accumulation, the downtown street receptacle collection schedule was expanded from six days to seven days per week. Additionally, receptacles are now deep-cleaned monthly, further improving cleanliness in high-traffic areas.

Drastically Reduced Missed Collections

A thorough review of collection routes led to system improvements that allow staff to respond to most missed pickups on the same day. As a result, the number of missed curbside collections has dropped dramatically from 25-30 per day to nearly zero on most days.

Enhanced Bulk Waste Collection

By modernizing bulk waste collection with wheel loaders and dump trucks, scheduling wait times have been reduced, and employee safety has significantly improved by minimizing direct contact with debris. Over 2,500 homes are serviced annually, collecting more than 2,000 tons of bulk waste efficiently.

Rapid Emergency Response

Our team has responded to over 100 emergency abatements, working closely with the Inspections Division, Task Force, and other government agencies to address urgent sanitation concerns swiftly.

Strengthening Fleet Maintenance

Equipment failures once led to frequent missed collections and costly outsourcing of repairs. The City overhauled its fleet maintenance program by investing in employee training, new tools, hydraulic lifts, and advanced computer systems. This shift allowed in-house technicians to complete 95% of all vehicle repairs, improving service reliability. Today, our curbside collection on-time rate stands at an impressive 99%.

Boosting Recycling Efficiency

To enhance recycling compliance, commercial recycling containers were retrofitted with metal mesh openings, enabling staff to inspect for contaminants and apply fees for non-compliance. This initiative led to a 14% increase in recycling tonnage in 2023, generating additional Clean Communities funding for the city.

COMBATING LITTER & ILLEGAL DUMPING

Community Cleanup Initiatives

The City partnered with volunteers and faith-based organizations to clean up illegal dumping sites. Public outreach efforts included door-to-door campaigns to educate residents on waste disposal services and how to report illegal dumping.

Roaming Litter Bug Program

Through the P.A.S. Summer Youth Program, local youth were engaged in cleaning litter hotspots. Their efforts removed over 87 tons of litter from city streets, significantly reducing stormwater contamination.

Targeted Site Inspections

Inspectors were assigned to monitor major roadways, promptly addressing illegal dumping, improper cart placement, and other waste-related concerns. The goal is to work with property owners to resolve violations within 24 hours.

Free Drop-Off Convenience Center

To encourage responsible waste disposal, the Rock Avenue Convenience Center accepts drop-offs for engine oil, cooking oil, electronics, reusable bags, plastics, bottles, cardboard, paper, and clothing at no charge.

Infrastructure Investments & Upgrades

Watchung Avenue Forced Main Pump Station Renovation

A $2.5 million investment is underway to replace outdated equipment, piping, and electronics, ensuring the efficient processing of thousands of gallons of wastewater daily.

New 10,000-Gallon Fueling Station

The installation of a high-capacity fueling station has allowed for bulk fuel deliveries, reducing costs and ensuring fuel availability during emergencies and inclement weather.

FACILITY RENOVATIONS

Major improvements include renovations to employee locker rooms, administrative offices, and inspection areas, creating a more functional and professional work environment.

Enhanced Safety & Compliance

  • Covered Tarping Station: A new station ensures that all open transport vehicles comply with DEP regulations, providing a safe and efficient workspace for employees.
  • Roadway Resurfacing & Stormwater Upgrades: Enhancements include repaved roads, additional stormwater inlets, and improved drainage for collection areas, boosting operational efficiency.
  • New Truck Scale Installation: The addition of a state-of-the-art weighing scale ensures accurate measurement of collected debris.

Environmental Protection Initiatives

  • Retention Pond Expansion: To reduce contaminants entering the Green Brook Waterway, an existing retention pond was dredged, and a second pond was installed, helping meet DEP stormwater management requirements.
  • Stormwater Recharge System: Water runoff from bulky waste collection areas is now redirected to a vegetated retention zone, reducing environmental impact and enhancing groundwater recharge.
